The event card packs could provide an Elite Cap, but it also couldn't. The event card pack has probabilities to play with, so it may happen that it won't appear in the first event chests.  

 

You are unlocking permanent upgrades with these event car packs which will help not only in your events but in all your precincts. The card pack will always provide a fair amount of card fragments. The Golden Elite Cap could appear in any of these packs as an extra card.
